European Union to implement new air passenger rights in 2027

The European Union has finalized Regulation 2202/2026, a major reform of air passenger rights scheduled to take effect on October 23, 2027. The new rules aim to increase price transparency and strengthen protections for travelers.

Key changes regarding baggage include a guaranteed right to carry one free personal item (up to 40 x 30 x 15 cm) that must fit under the seat. While airlines may still charge for larger cabin trolley bags, they are now required to display fares that include a wheeled cabin bag from the start of the booking process to prevent hidden costs.

Regarding flight disruptions, passengers facing delays of more than three hours may be entitled to compensation ranging from €250 to €600, depending on the flight distance. If a delay exceeds five hours, passengers may opt for a full refund. The regulation also addresses family needs, stipulating that children, pregnant women, and persons with reduced mobility should be able to sit with their companions without additional fees.

These rules apply to all flights departing from EU airports, regardless of the carrier's nationality, and to flights arriving in the EU operated by European carriers.
