European Union prepares COP31 strategy to accelerate global emissions cuts

The European Union is preparing a new strategy for the upcoming COP31 climate summit in Antalya, Turkey, scheduled for November 9 to 20. According to an internal document prepared by Ireland, the EU aims to secure an international agreement focused on accelerating greenhouse gas emission reductions by converting existing national climate pledges into concrete, measurable actions.

A primary objective of the EU's proposal is to extend the United Nations' mitigation work programme until 2040. This mechanism, which is currently set to expire, allows nations to identify and implement additional emission reduction opportunities. Furthermore, the EU intends to demand that member states address UN warnings regarding the global failure to meet the 1.5 degree Celsius warming target established by the 2015 Paris Agreement.

Irish Climate Minister Darragh O'Brien noted that the EU seeks to strengthen international partnerships to facilitate the transition from fossil fuels to clean energy and electrification. Following the lack of consensus at last year's COP30 in Brazil, European diplomats are adopting a collaborative approach for COP31, aiming to avoid public confrontations and instead focus on the implementation of existing commitments.
