European Union seeks to strengthen partnership with Syria through reforms

European Union diplomacy chief Kaja Kallas has signaled a new chapter in relations with Syria, emphasizing that while the EU seeks to strengthen partnerships and mobilize investment, progress depends on reforms from Damascus. During a visit to Syria, Kallas held a joint press conference with Syrian Foreign Minister Assaad al-Chaibani, stating that the EU is using political and economic tools to assist the country in achieving an “inclusive and peaceful transformation.”

Following the fall of Bashar al-Assad's regime in late 2024, the EU lifted economic sanctions and reactivated a cooperation agreement in May to aid stabilization and the potential return of refugees. Kallas noted that attracting investment requires confidence, which necessitates security, the rule of law, effective institutions, and the equal participation of women in society. She also highlighted the importance of national reconciliation and addressing human rights violations and war crimes.

The EU has already allocated 620 million euros toward reconstruction, humanitarian aid, and institutional strengthening. This follows previous commitments from European Commission President Ursula von der Leyen to support Syria's recovery after more than 13 years of civil war.
