EU-Syria diplomatic normalization and reconstruction

Following the fall of the Bashar al-Assad regime in late 2024, the European Union has moved toward normalizing relations with Syria. The EU previously lifted economic sanctions and reactivated a cooperation agreement in May to assist with stabilization and refugee returns.

During an official visit to Damascus, EU diplomacy chief Kaja Kallas met with Syrian Foreign Minister Esad Hasan Şeybani to discuss regional security and Syria’s integration into the international community. Kallas emphasized that while the EU seeks to mobilize investment, progress is contingent upon reforms including the rule of law, security, and the equal participation of women. The EU has already allocated 620 million euros toward humanitarian aid, reconstruction, and institutional strengthening.

Minister Şeybani noted efforts to integrate Syria into the international financial system between 2028 and 2030 and confirmed that the EU has begun removing certain institutions from sanction lists. Discussions also addressed the need for housing, education, and healthcare for returning refugees. Both parties indicated that high-level political dialogues will continue, with further meetings planned.
