European Union to reform air passenger rights and baggage rules

The European Parliament and EU Member States have reached a provisional agreement on a major reform of air passenger rights, marking the first significant legislative update since 2004. The new regulations aim to increase transparency and reduce hidden costs for travelers within the European Union.

Under the new rules, passengers purchasing a standard ticket will be entitled to two pieces of cabin baggage without extra charges. This includes one small personal item, such as a handbag or backpack, with maximum dimensions of 40 x 30 x 15 cm, which must fit under the seat in front. Additionally, passengers may be entitled to a larger cabin bag weighing up to 7 kg with total dimensions not exceeding 100 cm, though airlines may still offer lower fares for those choosing to travel without such baggage.

The reform also mandates that airlines and booking platforms display ticket prices more transparently, ensuring that cabin baggage costs are clearly visible from the start of the booking process. Other consumer protections include provisions for families, allowing children under 14 to sit with an adult without additional fees, and rules regarding compensation for flight delays and cancellations.

The changes are expected to take effect by late 2027, with October 2027 being the most likely implementation date, following the final legislative approval and publication in the Official Journal of the EU.
