European Union passenger luggage regulation updates
Overview
The European Union has approved a major reform of aviation passenger rights, marking the first significant legislative update in the sector since 2004. While initial discussions focused on a single free personal item, the finalized framework stipulates that passengers purchasing a standard ticket will be entitled to carry two items of hand luggage without extra charges: one small personal item (such as a handbag or backpack) fitting under the seat, typically with maximum dimensions of 40 x 30 x 15 cm, and one larger cabin bag weighing up to 7 kg with total dimensions up to 100 cm.
While airlines may still offer cheaper fares for travelers opting out of cabin baggage, they are now required to provide greater transparency by displaying the total price including hand luggage more clearly during the booking process.
The reform also introduces several consumer protections: airlines are prohibited from charging to print boarding passes after check-in and must allow passengers to correct name typos for free at least 48 hours before departure. Furthermore, airlines can no longer deny access to a return flight or impose penalties simply because a passenger missed the outbound portion of a booking. New provisions also include protections for families, allowing children under 14 to sit with an adult without additional fees.
Regarding disruptions, passengers retain rights to compensation between 250 and 600 euros for delays of three hours or more. The regulations are expected to come into force by late 2027, with October 2027 cited as a likely implementation date. Due to Brexit, these rules may not automatically apply to flights departing from the United Kingdom.
