Italy updates Single Allowance and proposes newborn savings plan
Italy is preparing significant changes to family support systems. Starting in 2026, the Inps Single Allowance (Assegno Unico) will be recalculated using a new Isee specifically designed for family benefits and inclusion. This update includes an increased equivalence scale based on the number of children: 0.10 for two children, 0.25 for three, 0.40 for four, and 0.55 for five or more. The new rules also introduce higher exemptions for owned homes and extend eligibility to children residing in other EU states and non-resident parents working in Italy.
In a separate proposal aimed at addressing demographic challenges, Inps President Gabriele Fava has suggested creating a state-funded savings booklet for newborns. The plan involves the government contributing at least 1,000 euros annually to a personal account for each child from birth until they enter the workforce. This measure, estimated to cost approximately 355 million euros per year based on current birth rates, is intended to serve as a long-term investment to bolster future pension security.
