Italy tax, pension, wages & INPS updates
Entities: Italian Ministry of Labour · Zona Economica Speciale (ZES) · Italian Government · Decreto Coesione · INPS
Overview
INPS continued to refine pension and wage administration through late July and August 2026. After launching the Portale TFR Esattoriali and extending automatic enrollment in a complementary pension scheme for hires from 1 July, the institute intensified income‑verification for pensioners who omitted 2022 earnings and began a digital SEND pilot in Salerno. Weekly disbursements of the universal single allowance, inclusion allowance, shopping voucher and training‑support benefits were scheduled for the week of 20‑26 July, and public‑sector hiring of more than 3 600 permanent posts was confirmed, with major allocations to the Interior and Tax Agency. A recruitment drive announced IT and civil‑servant contests, and the Parliamentary Office reported a 6 % real‑wage decline since 1990, especially in the South. Renewal of the Assegno di Inclusione opened on 21 July for households receiving their final July instalment.
In August, INPS adjusted pension payments to reflect 730 tax‑return outcomes: refunds appeared as separate line items, with credits credited on 1 August for Poste Italiane deposits and on 3 August for bank transfers. For retirees with tax debits, corresponding withholdings were deducted, and additional regional or municipal surcharges could further reduce the net amount. The institute also clarified that pension‑related refunds are paid one month later than employee refunds.
The Supreme Court ruled on 3 June that underpaying workers below collective‑bargaining rates constitutes labor exploitation, even without intent, citing a case of Albanian workers paid €4‑5 per hour versus the €9.7 contract rate. Separately, a Castrovillari tribunal annulled two INPS enforcement orders of €10 000 each for a Calabrian firm because the agency failed to meet the mandatory 90‑day notification deadline, rendering the sanctions void.
