Fatmir Sheholli, a former political commentator and head of the Institute for Advancing Interethnic Relations, pleaded not guilty during his initial court hearing at the Pristina Basic Court on September 7, 2026. He faces charges of espionage and blackmail.

The Special Prosecution of Kosovo alleges that Sheholli was recruited by the Serbian Security Intelligence Agency (BIA) and acted under the instructions of Bojan Dimić, a senior BIA official. The indictment claims Sheholli collected and transmitted sensitive information regarding Kosovo’s political activities, security situation, and state institutions to the BIA.

Prosecutors further allege that Sheholli was involved in a plan to influence the 2025 local elections. Evidence cited includes audio recordings and a document labeled “Top Secret 2,” which allegedly outlines a strategy to increase Islamic influence in Kosovo to destabilize the country and damage its international standing. Additionally, Sheholli is accused of blackmailing an individual for approximately 13,000 euros.

Sheholli has been in detention since his arrest in October 2025. His defense attorney, Mentor Neziri, stated that the defense would not seek to dismiss the indictment and requested that the court proceed immediately to the trial phase.
