Fatmir Sheholli faces charges of espionage and blackmail in Kosovo. The Special Prosecution alleges that Sheholli acted as a recruited asset for the Serbian Intelligence Agency (BIA), operating under the direction of high-ranking official Bojan Dimić.

Prosecutors claim Sheholli collected and transmitted sensitive information regarding Kosovo’s political developments, security status, and institutional functions. Evidence includes 22 pocket notebooks containing handwritten notes in Albanian and Serbian, which reportedly detailed information on critical infrastructure, such as the Ujman Dam, as well as surveillance of political figures.

A document titled “Top Secret 2” was also identified, which allegedly outlines a strategic plan to destabilize Kosovo by promoting religious radicalism and creating a negative international narrative. Furthermore, Sheholli is accused of attempting to extend Serbian influence into North Macedonia through communications with an individual known as “Viktor Macedonia.”

In addition to espionage, Sheholli is charged with blackmailing a businessman. His first court hearing is scheduled for September 7 in Pristina.
