FCC explores unlicensed spectrum for direct-to-device satellite links

The Federal Communications Commission (FCC) has launched a regulatory proceeding to explore the use of 200 MHz of unlicensed radio frequency spectrum for direct-to-device (D2D) satellite connectivity. This initiative aims to allow consumer hardware to communicate with orbiting satellites using unlicensed bands, such as the 2.4 GHz, 5 GHz, and 6 GHz spectrum typically reserved for Wi-Fi and Bluetooth, without requiring exclusive mobile network operator licenses.

This regulatory shift follows industry interest from companies like Apple and Globalstar, who have sought to route satellite messaging through unlicensed spectrum. The FCC is evaluating technical safeguards, including power limits and orbital sharing mechanisms, to prevent interference with terrestrial Wi-Fi networks. This development would allow chipmakers like Qualcomm and Broadcom to integrate native satellite protocols directly into standard consumer silicon.

Concurrently, the satellite industry is undergoing a structural shift in capital allocation. Satellite operators are increasingly prioritizing mobile D2D cellular services and high-margin enterprise markets over traditional fixed residential broadband and direct-to-home television broadcasting. This pivot is driven by the saturation of residential markets and the high costs associated with consumer hardware, as operators seek to tap into the larger market of unmodified smartphones and connected vehicles.
