FCC satellite spectrum regulation and management

The Federal Communications Commission (FCC) is actively managing regulatory and technical challenges regarding satellite spectrum usage. Initially, the agency launched a proceeding to explore using 200 MHz of unlicensed radio frequency spectrum for direct-to-device (D2D) satellite connectivity. This initiative aims to allow consumer hardware to communicate with satellites using bands typically reserved for Wi-Fi and Bluetooth, potentially allowing chipmakers to integrate satellite protocols into standard consumer silicon.

As the regulatory landscape evolves, the FCC has expanded its focus to broader spectrum management and interference disputes. The agency has sought public feedback on improving radio frequency access for commercial and federal space activities, considering a shift toward a “database-driven light-licensing and coordination model” for certain frequency bands.

At the same time, competition between satellite operators has led to formal disputes. SpaceX has petitioned the FCC to block or condition a proposed deployment by Viasat, alleging that Viasat’s planned radio frequency allocation would cause “harmful electromagnetic interference” with the Starlink Low Earth Orbit constellation. These developments underscore the friction between legacy rules and the capabilities of modern megaconstellations.
