Federation of Bosnia and Herzegovina labor and retail regulations
Discussions regarding labor laws and retail operations in the Federation of Bosnia and Herzegovina (FBiH) have resurfaced, focusing on Sunday closures and multi-employer employment.
Regarding retail, the implementation of non-working Sundays in November 2024, introduced via the Law on Internal Trade, aimed to provide retail workers with more predictable schedules and family time. While some argue the measure causes economic issues, particularly in border areas near Republika Srpska, Federal Minister of Trade Amir Hasičević has rejected claims of significant economic damage, citing Tax Administration data that suggests consumption has redistributed to other days rather than decreasing.
In terms of employment, the FBiH Labor Law allows workers to hold multiple contracts. Specifically, employees on part-time contracts may enter into additional agreements to reach full-time hours. However, those already employed full-time must navigate specific legal frameworks and potential restrictions, including non-compete clauses under Article 85 of the Labor Law, which may require prior employer approval.
