FIA busts fake apostille network in Islamabad

The Federal Investigation Agency (FIA) Anti-Corruption Circle in Islamabad has dismantled a fraudulent network involved in the production and circulation of fake apostille stickers, forged official stamps, and fraudulent document-verification services. The operation targeted several consultancy and courier offices located in the basement of F&F Plaza in Abpara, Islamabad.

A total of 22 suspects have been implicated in the case. Sixteen individuals associated with private entities—including owners and employees of Sufi Consultants, Excellent Courier Service (ECS), Leopard Courier Services, RAAK Consultancy, Noon Consultants (Private) Limited, GM Consultants, and Fair Line Service—were identified. Six officials from the Ministry of Foreign Affairs (MOFA) are also allegedly linked to the network and are being sought for questioning.

Investigators allege that the network collected large sums of money from applicants by promising to expedite apostille and attestation services. A portion of these funds was reportedly passed to Ministry of Foreign Affairs officials as bribes. The fraudulent documents and stickers were intended for use by citizens seeking to work, study, or settle abroad. The court has approved a three-day physical remand for the arrested accused as investigations continue.
