FinCEN links $12.7B in crypto scams to Southeast Asian compounds

The U.S. Treasury’s Financial Crimes Enforcement Network (FinCEN) has linked more than $12.7 billion in digital-asset investment scams to compounds located primarily in Cambodia, Laos, and Burma. Based on 33,904 reports filed by approximately 1,300 financial institutions between September 2023 and December 2025, the data shows a significant rise in reported monthly sums.

Scammers utilized at least 22 different digital assets, frequently employing Ethereum, USDT, and USDC. Blockchain analysis indicates that proceeds are typically swapped into stablecoins, almost exclusively USDT, before being transferred. FinCEN noted that elder exploitation was present in approximately 25% of the reports.

The scam operations are housed in compounds staffed by hundreds of thousands of individuals, many of whom the United Nations reports were trafficked via fraudulent job advertisements. While Interpol has warned that this model is expanding beyond Southeast Asia, authorities continue efforts to interdict proceeds moving through stablecoin networks.
