Cybercrime and fraud operations in Southeast Asia

Overview

Southeast Asian criminal networks have been linked to massive financial fraud operations involving both traditional banking and digital assets. Data from the U.S. Treasury’s Financial Crimes Enforcement Network (FinCEN) indicates that over $12.7 billion in digital-asset investment scams were connected to compounds in Cambodia, Laos, and Burma between late 2023 and late 2025. These operations often utilized stablecoins like USDT and were frequently staffed by individuals trafficked through fraudulent job advertisements.

In response to such activities, Cambodia conducted a year-long crackdown from July 2025 to August 2026. The Cambodia Anti-Online Fraud Commission (CCOS) reported that the operation dismantled 86 large-scale fraud complexes, froze more than $300 million in bank accounts, and arrested nearly 30,000 suspects of 39 different nationalities. While authorities stated that no large-scale fraud hubs remain active, officials noted that some criminal groups have transitioned to more discreet operations in residential areas and cafes.

In September 2026, the United States escalated efforts to dismantle these networks. U.S. Treasury Secretary Scott Bessent announced sanctions against Xinbi Guarantee, a Chinese-language financial platform identified as “key infrastructure for cyber scams, money laundering, and other criminal activities.” Working with the Justice Department’s Scam Centre Strike Force, Washington is targeting the financial and digital assets of networks involved in “pig-butchering” schemes. Meanwhile, the Telecommunication Regulator of Cambodia (TRC) has issued warnings regarding fraudulent Telegram messages and fake investment pitches used to exploit victims.
