Finland evaluates new regulations for surging data center investments

Finland is facing a surge in interest regarding data center developments, with announced investment plans exceeding 12 billion euros for 2025. While critics focus on high electricity consumption and low direct employment per megawatt, proponents argue the real value lies in the extensive supply chain, including software, construction materials, and maintenance services.

Minister of Economic Affairs Sakari Puisto has proposed new regulatory approaches to manage this growth. He suggested that data centers could be subject to capacity auctions or a ‘bring your own power’ principle, where large-scale users are responsible for building and financing their own energy production. Puisto noted that the current ‘first come, first serve’ model for grid connection is being criticized internationally and may not be sustainable given that connection requests in Finland have reached levels up to 100 gigawatts.

To manage the rapid influx, there are calls to empower the transmission system operator, Fingrid, to prioritize applications and to ensure that domestic startups and small businesses are integrated into the data center value chain to foster export opportunities.
