Overview
Finland is experiencing a significant increase in energy-intensive industrial interest, particularly regarding data center investments. Currently, 17 large data center facilities are under construction, with an equal number in the planning stages. The combined electrical capacity of centers that have already received investment decisions exceeds 2,000 megawatts.
To manage this growth, Minister of Economic Affairs Sakari Puisto has noted that draft legislation for a mandatory registration mandate is nearly complete and will soon be sent for consultation. Under this proposal, large data centers would be required to register with the National Emergency Supply Agency, disclosing operators, electricity consumption, and ultimate beneficial owners. This registration is being linked to a tax incentive model; the government intends that only registered facilities would be eligible for these benefits.
However, the implementation of these tax incentives remains uncertain. While Finance Minister Riikka Purra stated the support model is ready, industry representative Antti Poikola suggested the support might not be included in upcoming budget materials, noting that compensatory tax support has already faced delays from its intended July start.
Beyond economic concerns, the rapid expansion of data centers presents broader risks. While Finland’s climate and stable society attract investors, the massive electricity consumption could drive up prices for households and businesses, particularly during low renewable energy production. Furthermore, the presence of foreign-owned facilities has raised questions regarding national security, data sovereignty, and the necessity of mandatory data security reporting to ensure alignment with Finnish interests. In response to these demands, Finland is planning extensive renewable energy expansion, targeting approximately 69 GW of new wind power capacity.
