Finland road paving decreases as supplementary funding ends

Finland is seeing a reduction in road paving activities as government supplementary funding to address the growing road repair debt comes to an end. In 2026, over 2,400 kilometers of highways, walking, and cycling paths will be paved nationwide. This represents a decline from 2024, when approximately 4,040 kilometers were paved, and 2025, which saw 3,240 kilometers.

In the Southwest Finland region, the paving program covers about 240 kilometers, including 24 kilometers of light traffic paths, with a budget of approximately 33 million euros. While the supplementary funding used over the last three years allowed for the maintenance of low-traffic roads, the upcoming funding levels for 2027–2029 appear very scarce.

Experts warn that the current funding levels are insufficient to maintain the existing road network. To keep the network in its current condition, a nationwide annual paving program of approximately 4,000 kilometers would be required. There are concerns that the road repair debt is already beginning to increase again, which may lead to a rapid deterioration of the road network toward the end of the decade.
