Finland infrastructure and residential repair debt
Overview
Finland is facing rising repair debt across its infrastructure and residential sectors. In the transport sector, road paving activities are declining as government supplementary funding expires. In 2026, paving is projected at over 2,400 kilometers, a significant drop from the 4,040 kilometers paved in 2024. Experts warn that current funding levels are insufficient to maintain the network, noting that approximately 4,000 kilometers of annual paving is required to prevent rapid deterioration.
Simultaneously, the residential sector is experiencing a widening gap between necessary building repairs and actual maintenance. Many housing companies are delaying essential upgrades due to financial challenges and uncertain long-term demand. To mitigate this, new subsidies for energy efficiency improvements are being introduced through residential building energy aid and the European Union’s Social Climate Fund. Between 2026 and 2027, 110 million euros will be available for these grants, which are capped at 4,000 euros per apartment, in an effort to prevent further growth of residential repair debt.
