Former CIA officer David Rush pleads guilty to $194 million fraud

Former CIA officer David Rush has pleaded guilty to wire fraud after orchestrating a scheme to steal approximately $194 million from the U.S. government. Rush utilized his high-level security clearance and authority over intelligence spending to create a fictitious Special Access Program (SAP), which he presented as a secret continuity-of-government operation.

Through this fabricated program and fraudulent contracts, Rush diverted funds to acquire luxury assets, including four properties in Florida, high-end vehicles, and numerous luxury watches. During a search of his Virginia residence, FBI agents recovered 298 gold bars, approximately $2.1 million in cash, and other luxury items.

In addition to the financial theft, plea documents reveal that Rush compromised national security by revealing the identity of a government clandestine human source to a foreign official. Investigators also noted that Rush had falsified his military and educational background to secure his position within the agency. He faces a maximum sentence of 20 years in prison.
