David Rush CIA fraud and intelligence breach case

Overview

Former CIA official David J. Rush has formally pleaded guilty in a Virginia federal court to wire fraud, admitting to a massive scheme that diverted approximately $194 million in public funds. Rush utilized his position and a Top Secret security clearance to fabricate highly classified government programs and a fake Special Access Program (SAP), which he presented as a secret continuity-of-government operation, to justify the theft.

Rush admitted to using the stolen funds for personal enrichment, including the acquisition of luxury vehicles, high-end watches, and significant real estate. Specifically, he transferred approximately $145 million through a holding company to purchase luxury properties in Palm Beach and Hobe Sound, Florida. During an FBI search of his Virginia residence, investigators seized 298 gold bars valued at roughly $46 million, along with approximately $2.1 million in cash.

In addition to the financial crimes, the plea agreement confirms that Rush compromised national security by disclosing sensitive descriptive information regarding a clandestine U.S. human intelligence source to a foreign government official. Prosecutors noted this act jeopardized the safety of both the source and American officers.

Rush, who also falsified his academic and military credentials to secure his role at the agency, faces a maximum sentence of 20 years in prison. The plea deal was reportedly intended to prevent the further disclosure of CIA secrets during open court proceedings. He is scheduled for sentencing on January 28 and is required to pay approximately $194 million in restitution and forfeit assets tied to the scheme.
