Colombia’s Supreme Court confirmed the conviction of former La Guajira governor Hernando David Deluque Freyle for irregular public procurement during his 2001‑2003 tenure. On 25 July 2024, Deluque presented himself voluntarily to police in Riohacha, where the capture order was executed. The case centers on a contract worth roughly 2.12 billion pesos for a sewer and water‑treatment project that never materialised because it lacked an environmental licence, proper land allocation and indigenous consultation. Deluque is the father of Senator Alfredo Deluque Zuleta, a prominent figure in national politics.
