Conviction of former La Guajira governor Hernando Deluque

Overview

Colombia’s Supreme Court confirmed the conviction of former La Guajira governor Hernando David Deluque Freyle for irregular public procurement during his 2001–2003 tenure. Deluque was sentenced to eight years and three months in prison, ordered to pay a fine of approximately 1.059 billion Colombian pesos, and barred from holding public office for 84 months.

The case involves a contract worth roughly 2.12 billion pesos for a sewer and water-treatment project that failed to materialize due to a lack of environmental licenses, proper land allocation, and indigenous consultation. On 25 July 2024, Deluque presented himself voluntarily to police in Riohacha to face the capture order.
