Former Venezuelan officer deported from Florida amid torture allegations

U.S. Immigration and Customs Enforcement (ICE) has deported Rafael José Quero Silva, a former lieutenant colonel of the Venezuelan National Guard, to Venezuela. Quero Silva, who had been living in the Miami area and working as a television extra, was detained in February 2025 after exceeding the terms of his visa.

Quero Silva is accused of overseeing the torture and abuse of at least 74 protesters in Barquisimeto during the 2013 and 2014 anti-government demonstrations. Allegations include electric shocks, physical beatings, and psychological and sexual abuse. While his legal defense maintains that he was deported due to his immigration status rather than criminal conviction and denies the allegations, the deportation has disrupted a federal lawsuit filed by victims seeking justice.

Human rights lawyers representing the victims expressed disappointment that the deportation prevents a full trial, though they stated they will continue to pursue compensation and ensure the victims' stories are heard.
