U.S. Immigration and Customs Enforcement (ICE) deported Rafael José Quero Silva, a former colonel and commander of the 47th Detachment of the Bolivarian National Guard, to Venezuela following a judicial order.

Quero Silva was apprehended in Miramar, Florida, in February 2025 after being recognized by members of the Venezuelan diaspora while working as an extra in a telenovela. Authorities allege that during anti-government protests in 2013 and 2014, Quero Silva supervised the torture of at least 74 peaceful protesters using methods such as electric shocks, beatings, and threats of sexual violence.

While his legal defense maintains the deportation was based on his immigration status and denies the allegations, the move has disrupted a federal civil lawsuit filed by victims. Human rights lawyers representing the victims expressed disappointment that the deportation prevents a full trial, though they intend to continue pursuing compensation.
