Forum Civil demands transparency on Senegal's public funds and energy contracts
The Forum Civil, the Senegalese section of Transparency International, is calling on the Senegalese government to provide transparency regarding several high-stakes financial dossiers.
Key areas of concern include a rural electrification contract involving ASER and AEE Power EPC with a startup advance of approximately 37 billion CFA francs, and the alleged use of 30 billion CFA francs from Casamance for vehicle acquisitions for the Prime Minister’s office. The organization also seeks clarification on 8 billion CFA francs intended for flood victims in Bakel and Matam, as well as the management of special funds and the transfer of seized vehicles by ONRAC.
Regarding natural resources, the Forum Civil demands the publication of the contract and withdrawal agreement between Senegal and Kosmos Energy concerning the Yaakar Teranga gas field. Additionally, the group is calling for the disclosure of oil revenues from the Sangomar field for the second half of 2024, noting that these funds are currently missing from state budgets and official reports, which may violate existing petroleum and hydrocarbon laws.
