Senegalese civil society demands for financial transparency
Overview
Civil society organizations in Senegal are demanding increased transparency and judicial investigations into the management of public resources and natural resource contracts.
Initially, Moundiaye Cissé of the 3D NGO called for clarity regarding tax exemptions granted to Kosmos, the disappearance of 37 billion CFA francs from an ASER account, and the management of funds within the ‘One Student, One Computer’ program. Cissé also raised questions regarding 500 million CFA francs allocated for Dakar 2026 Youth Olympic Games tickets.
Following these calls, Forum Civil, the Senegalese section of Transparency International, expanded the scope of demands. The group requested details on a rural electrification contract involving ASER and AEE Power EPC, as well as the alleged use of 30 billion CFA francs from Casamance for vehicles for the Prime Minister’s office. They also sought information on 8 billion CFA francs intended for flood victims and the management of seized vehicles by ONRAC.
In the energy sector, Forum Civil demanded the publication of the contract and withdrawal agreement between Senegal and Kosmos Energy for the Yaakar Teranga gas field. Additionally, they called for the disclosure of oil revenues from the Sangomar field for the second half of 2024, noting that these funds appear to be missing from official state budgets and reports.
