France 2027 Finance Bill proposes major CPF funding cuts

The 2027 Finance Bill (PLF 2027) in France proposes significant budget cuts to the Compte Personnel de Formation (CPF), aiming for savings between 300 and 350 million euros. This shift could increase the personal cost for most employees from 150 to 350 euros, potentially making employers the primary financiers of professional skills, particularly for priority training programs.

As the financial burden shifts, businesses face a strategic dilemma regarding training efficiency. Experts suggest that instead of indiscriminate cuts, companies should focus on high-value learning, such as adaptive learning and personalized paths that ensure observable changes in employee behavior.

There is also a growing challenge in measuring new essential competencies, such as critical thinking when using Artificial Intelligence. While 44% of companies have invested in soft skills training over the last year, managers often struggle to evaluate these skills effectively, as traditional annual reviews frequently fail to capture how employees interact with AI tools.
