France vocational training reforms

Entities: INSEE · French vocational training sector · Validation des acquis de l'expérience (VAE) · Jean-Pierre Farandou · Dares

Overview

Late July 2026 reports noted a surge in short‑duration vocational courses and the alternance model as fast routes to well‑paid jobs in sectors such as masonry, plumbing and web development. Two days later the government detailed a comprehensive overhaul: from 1 February 2026 the Transco and Pro‑A schemes will be merged into a single “period of reconversion” that can be initiated by either employer or employee and supports internal or external mobility. Certifications earned under the new tool are recorded on the RNCP, CQP or competency‑block registers.

France Travail will channel job‑seeker support into two tracks – “Essentiel” for basic accompaniment and “Intensif” for the most distant from work – targeting 800 000 intensive pathways in 2026, particularly for RSA beneficiaries, despite a budget squeeze that includes a cut of 515 full‑time equivalents. A parallel RNCP/RS reform, announced in 2025, shortens the initial registration period to three years and imposes stricter proof of quality, traceability and employment impact, with automatic refusals and sanctions for non‑compliance.

By the end of July, apprenticeship (alternance) contracts fell 4.4 % year‑on‑year as private‑sector employment slipped 0.1 % and overall unemployment rose to 8.1 %, with youth unemployment around 21 %. The Ministry of Labour signalled that hiring subsidies and training‑centre funding will likely stay at current levels for 2027 pending the final budget.

In parallel, the Validation des Acquis de l'Expérience (VAE) programme received new facilitator‑training modules covering legal requirements, experience analysis and portfolio preparation, aimed at improving application quality and widening professional‑certification routes.
