France allocates €13 billion to Tibi deep‑tech funding programme

France has mobilised an additional €13 billion for the third phase of its Tibi initiative, bringing the programme’s total target to €15 billion by 2030 and cumulative funding since 2020 to nearly €31 billion. Half of the new capital is earmarked for deep‑tech sectors such as quantum computing, New Space and biotechnology. New institutional participants include rail operator SNCF, Paris transport authority RATP, defence firms Naval Group and MBDA, and satellite operator Eutelsat.

Tibi does not create a state fund; instead, the Treasury encourages large French insurers, pension funds and other institutional investors to commit their own assets to qualifying venture and growth‑stage funds, which receive a Tibi label. The first phase (2020‑2022) attracted €6.4 billion, the second phase (2023‑2026) targeted €7 billion, and the current phase expands support to pan‑European funds capable of larger investments, aiming to keep scale‑ups in Europe and boost French IPOs.
