Overview

Since June 2026 France has built a legal presumption allowing copyrighted works to be used by generative AI, while investing €1 billion in data‑centre capacity and announcing €93 billion of AI projects at Choose France 2026. The “Osez l’IA” plan, presented by AI minister Anne Le Hénanff during her July 9 visit to Grenoble, targets AI adoption by 2030 for half of all small enterprises, 80 % of SMEs and all large firms. She highlighted a network of 650 volunteer AI ambassadors that help firms assess readiness and reiterated a human‑centred, data‑secure approach that favours European‑produced tools. Later that week Le Hénanff and Moroccan minister Amal El Fallah Seghrouchni pledged deeper Franco‑Moroccan cooperation on AI research, skills, startup support, public‑sector deployment and shared digital‑sovereignty goals.

In parallel, France and Germany unveiled a joint programme to create a European sovereign digital‑defence infrastructure as an alternative to US‑based Palantir software. The initiative, announced after a Macron‑Merz meeting, will develop AI‑driven cloud and secure‑data solutions, a European standard for joint combat operations and a research programme on autonomous battlefield systems, drawing on France’s Arcadia platform and German equivalents.

Further cementing the shift, France’s domestic intelligence agency (DGSI) awarded a €655 million AI contract to ChapsVision’s ArgonOS system, replacing Palantir’s Gotham platform. German intelligence (BfV) has made a similar choice, underscoring coordinated moves by two of Europe’s largest security services toward home‑grown AI capabilities and reduced reliance on U.S. defence‑tech firms.
