France apprenticeship recruitment slows amid rising youth unemployment

France is experiencing a significant slowdown in apprenticeship recruitment, marking a reversal of a decade-long growth trend. As the 2026 academic year approaches, data indicates a decline in contract signatures, particularly in higher education. This trend coincides with a rise in youth unemployment, which has reached 21.6% for those under 25, significantly higher than the national unemployment rate of 8.3% reported by Insee.

According to France Travail, apprenticeship offers in July were down 7.6% compared to the previous year. The decline follows recent budgetary adjustments and a decree from March 2026 that recalibrated financial aid for companies. While the government has announced plans to maintain hiring subsidies and training funding through 2027, officials have noted that permanent high-level financial support is unsustainable.

Baptiste Martin, president of the Association des Apprentis de France (Anaf), described the situation as highly complex for young job seekers. The apprenticeship system, which saw over 800,000 new contracts annually since 2022, is facing pressure as state subsidies are adjusted and regional funding structures change.
