France climate funding debate intensifies over local authority support

French local authorities are facing challenges regarding climate adaptation funding and the urgency of environmental changes. Economic Minister Roland Lescure recently questioned the efficiency of the 'Fonds vert' (Green Fund), suggesting local governments may have misused funds intended for climate action on items like school air conditioning. However, the Ministry of Ecological Transition clarified that while standard air conditioning was previously ineligible, new rules implemented in July allow for high-performance reversible heat pumps or efficient air conditioning in specific "refuge rooms," provided they are accompanied by passive cooling solutions like better insulation or sunshades.

Since its inception in 2023, the Green Fund has supported over 25,000 projects, totaling approximately 4.5 billion euros in state subsidies. A significant portion, roughly 2 billion euros, has been dedicated to the energy renovation of public buildings, with half of those projects focusing on schools to improve thermal insulation and energy efficiency.

In the Auvergne-Rhône-Alpes region, regional counselor Éric Fournier has warned that mountain communities are feeling abandoned by the state. He noted that rapid glacier melt, rockfalls, and extreme heat are threatening the very habitability of these territories. Fournier criticized the financial pressure on tourist-heavy regions, arguing that central government levies limit the investment capacity needed to address these escalating climate crises.
