Climate adaptation funding efficacy debates

Debates regarding the efficacy and purpose of green climate funding have emerged at both national and international levels.

In France, the ‘Fonds vert’ (Green Fund) has come under scrutiny from Economic Minister Roland Lescure, who questioned whether local authorities were using climate subsidies for inappropriate purposes, such as school air conditioning. The Ministry of Ecological Transition responded by noting that new regulations implemented in July allow for efficient cooling in specific ‘refuge rooms’ when paired with passive cooling solutions. Since 2023, the fund has provided approximately 4.5 billion euros in subsidies, with a significant portion directed toward energy renovation in public buildings.

On a global scale, the United Nations Green Climate Fund (GCF) faces criticism that its disbursements function more as standard foreign aid than targeted climate assistance. Critics argue that many ‘climate change adaptation’ projects address long-standing environmental issues rather than new climate shifts. For instance, the Jordan Desalination Project, partially funded by the GCF, has been highlighted because its heavy reliance on a fossil-fueled electricity grid may offset its environmental benefits.
