France CPF training funding rules updated with new fees and caps

New regulations regarding the Compte Personnel de Formation (CPF) in France have altered how individuals fund vocational training. While many seek ‘free’ training, a mandatory flat-rate contribution is now required for most active workers. Following a 2024 law, this fee was increased to 150 euros per training session by a March 2026 decree.

Job seekers and employees whose employers cover the fee through top-ups are exempt from this cost. Additionally, training certifications listed in the ‘Répertoire spécifique’ (RS) rather than the RNCP are subject to a 1,500 euro funding cap per file, regardless of the user's total CPF balance.
