France CPF training system faces cost increases and regulatory shifts

A legal loophole in France’s Personal Training Account (CPF) system is causing a significant shift in how training funds are allocated. Currently, training categorized under the Répertoire Spécifique (RS) is capped at €1,500, while training under the Répertoire National des Certifications Professionnelles (RNCP) has no such limit. This discrepancy has led users to favor RNCP certifications, even when the content is identical to RS offerings. In July and August 2026, RNCP spending exceeded RS spending for the first time since 2020, with RNCP funds gaining nearly €96 million over an eight-month period.

To address budget concerns, the French government is planning reforms for 2027. The Ministry of Labour aims to save approximately €2.5 billion in 2027, with €300 to €350 million expected from the CPF system alone. Proposed changes include increasing the mandatory out-of-pocket contribution for most users from €150 to €350. This higher cost would apply to non-priority training programs. Exceptions to the €350 fee—maintaining the current €150 rate—would include skill assessments, validation of prior experience, and training for high-demand sectors such as defense, digital transition, and ecological transition, provided the user's professional project is deemed consistent with these fields.
