France launches billion-euro CASI plan to support farmers after extreme summer

The French government has launched the CASI plan (Climate, Adaptation, Drought, Fires), a national initiative exceeding 1 billion euros, to support farmers following an extreme summer of heatwaves, droughts, and wildfires. The plan aims to compensate for losses and revitalize agricultural production.

Local implementations are underway across various regions. In Charente, 1.5 million euros have been mobilized, while Corsica will receive 1.3 million euros. In Normandy, the Seine-Maritime prefecture announced an 11 million euro envelope, including tax relief on non-built land.

In overseas territories, the situation remains critical. In Guadeloupe, severe drought is threatening sugarcane harvests, with the 2026 harvest already seeing a 35% decline. In Réunion, local agricultural representatives have expressed concerns regarding whether the CASI measures are sufficiently adapted to the specific needs of overseas territories and the ongoing impacts of El Niño.
