France unveils €1 billion CASI plan amid farmer protests

Overview

Following a delay in early September, the French government unveiled the ‘CASI’ (Climate, Adaptation, Drought, Fires) support plan, pledging over €1 billion to assist the agricultural sector. Agriculture Minister Annie Genevard stated the initiative aims to prevent bankruptcies for the 30,000 to 35,000 farms currently in precarious financial positions and to safeguard national food sovereignty.

The package includes €520 million in rapid payments via the national solidarity scheme for crop losses, a €235 million recovery fund for seeds, plants, and animal feed, and €330 million in land-tax relief for the most affected farms. Additional measures include fuel subsidies and social security assistance. Prime Minister Sébastien Lecornu noted that these measures will be financed through new savings, including the cancellation and freezing of existing state expenditures in the 2026 budget.

The summer of 2026 was marked by unprecedented climate shocks, with 65 percent of French territory affected by drought and many regions reporting average crop yield losses of 50 percent, while some vegetable productions dropped by as much as 80 percent. The finance ministry estimates these extreme weather events could reduce France’s annual economic growth by 0.1 percentage points.

Despite the scale of the package, agricultural unions have criticized the funding as insufficient. The FNSEA suggested that with production losses potentially exceeding €10 billion, at least €2 billion in support is required. Livestock farmers have specifically highlighted severe forage shortages, with ruminant breeders estimating losses at nearly €5 billion. Union representatives have also challenged the use of the IPP satellite index to assess pasture losses, calling the system ‘dysfunctional’ and demanding on-site inspections to trigger compensation.
