France drought relief for farmers

Entities: 2023 drought‑guide · French crop insurers · French Ministry of Agriculture · National Solidarity Indemnity (ISN) · Brittany

Overview

In early August 2026 the French Ministry of Agriculture introduced a decree to accelerate compensation for farmers hit by the 2024 drought and heatwaves. The decree allowed insurers to advance up to 80 % of the projected National Solidarity Indemnity to growers whose yields fell by more than 30 %, and pledged field assessments to evaluate pasture loss for ruminant herders.

Two days later, Agriculture Minister Annie Genevard announced a broader "global plan" that added emergency cash‑flow aid, coverage of social‑security contributions, simplified administrative procedures and water‑management derogations. The plan targeted the 98 departments under drought stress, with 57 in crisis, and aimed to ensure that no farmer was left without support as heatwaves continued to depress livestock, corn, wheat, fruit and vegetable production.
