France implements budget cuts and stricter rules for professional training

France is implementing significant budgetary restrictions and stricter criteria for professional training programs. Under a new Ministry of Labour budget project, the mandatory flat-rate contribution for employees using their Personal Training Account (CPF) is set to increase from 150 to 350 euros. An exception may be made for training related to high-demand occupations.

France Compétences has already seen its CPF budget decrease from 1.96 billion euros in 2025 to 1.31 billion euros in 2026. This reduction in funding has contributed to a 4.6% decline in the number of job seekers entering training in 2025.

Additionally, starting September 1, 2026, France Travail will enforce stricter eligibility requirements for funded training. To remain in the catalog, programs must meet six cumulative criteria, including explicit professional goals, measurable skills, and verifiable certification (such as RNCP or RS). This reform aims to concentrate public funds on training paths that demonstrably increase employment prospects.
