France implements new apprenticeship funding and mentorship rules

New regulations in France have introduced changes to the financing and management of apprenticeship contracts. As of July 1, employers recruiting apprentices for higher-level qualifications (Levels 6 and 7, such as Bachelor's and Master's degrees) are required to pay a mandatory €750 participation fee per contract. This fee is paid directly to the training center (CFA) and is deducted from the coverage provided by the Skills Operator (OPCO).

For lower-level qualifications, such as CAP, Bac Pro, or BTS (Levels 3, 4, and 5), there are no changes to the current financial structure. Additionally, if a training center provides more than 80% of the curriculum via distance learning, OPCO coverage will be reduced by 20% regardless of the diploma level.

In addition to financial shifts, the role of the 'maître d’apprentissage' (apprenticeship mentor) remains a central component of the work-study model. This individual is designated by the employer to provide daily guidance and supervision throughout the contract duration. While distinct from recruiters or managers, the mentor plays a key role in the apprentice's integration and evaluation.
