France implements new professional training funding rules for 2026

France is implementing significant changes to its professional training funding system for 2026. The budget for France Compétences, the body responsible for funding apprenticeships and the Compte Personnel de Formation (CPF), is projected to decrease to approximately 12 billion euros, a drop of 1.5 billion euros compared to 2025.

New regulations introduce differentiated funding caps for the CPF based on the type of training. While certifications listed in the Répertoire national des certifications professionnelles (RNCP) remain without funding limits, those in the Répertoire spécifique (RS) are now capped at 1,500 euros. Skills assessments (bilans de compétences) are covered up to 1,600 euros, subject to a five-year waiting period between funded assessments. Additionally, the cost for a B-category driving license is now limited to 900 euros for job seekers and active workers.

These measures aim to achieve savings of approximately 250 million euros on the CPF system, with 150 million euros expected as early as 2026. For individuals seeking training, such as DIY or construction skills, funding is strictly contingent on the training leading to an RNCP or RS certification; simple introductory courses without these official credentials are not eligible for CPF coverage.
