France reforms MaPrimeRénov’ energy subsidies

Starting September 1, 2026, the French government is implementing a major reform of the MaPrimeRénov’ energy renovation subsidy program. The reform shifts the focus toward the electrification of housing, aiming to reduce dependence on fossil fuels.

Under the new rules, the “single-step” (par geste) subsidy pathway will be significantly restricted. It will no longer cover insulation, window replacement, ventilation, or wood-burning stoves. Instead, these works will only be eligible under the “comprehensive renovation” (d’ampleur) pathway, which requires much larger financial investments. The single-step pathway will be limited to three main types of work: installing heat pumps, connecting to a heat network, and removing oil tanks.

This strategic redirection of the 3.6 billion euro budget has raised concerns among building professionals. Artisans and small business owners warn that the frequent changes to the program create uncertainty and could lead to a decline in activity, noting that the single-step pathway was previously the most accessible option for most households. Additionally, there are concerns regarding the impact on low-income households, who may struggle to fund the larger-scale renovations now required to access subsidies for essential insulation and cooling needs.
