Under the new rules, the “single-step” (par geste) renovation track has seen drastic reductions; standalone subsidies are being removed for several common tasks, including attic and roof insulation, window replacements, ventilation improvements, and wood or pellet stoves. These works are now only eligible under the “comprehensive renovation” (d’ampleur) pathway, which requires much larger financial investments. The single-step pathway is now limited to installing heat pumps, connecting to a heat network, and removing oil tanks. Applicants for large-scale projects are no longer eligible for aid if they intend to retain gas heating. Jean-Christophe Repon, President of the Confédération de l’artisanat et des petites entreprises du bâtiment, warned that frequent regulatory shifts create uncertainty, noting the sector has lost nearly 40,000 jobs in small companies over the last two years. Professionals also expressed concern that low-income households may struggle to fund the larger-scale renovations now required to access subsidies for essential insulation and cooling. Looking ahead to January 1, 2027, a new decree will alter Energy Performance Certificate (DPE) ratings by lowering the electricity conversion coefficient from 1.9 to 1.7. While intended to reflect a decarbonized grid, experts suggest this creates an “illusion of performance.” Industry group Coénove has criticized the move as a “regulatory sleight of hand” that obscures the real need for building renovations.
