France reforms CPF training account with algorithmic guidance

The French government is advancing a reform of the Compte personnel de formation (CPF), shifting the system toward a model of guided orientation rather than unrestricted access. A central component of the proposed changes involves using an algorithm to assess the maturity of a user's professional project via a questionnaire. While users would retain the freedom to choose their training, those who decline professional guidance or pursue projects deemed less aligned with public priorities may face higher out-of-pocket costs.

Proposed financial mechanisms include a tiered participation system: zero cost for co-financed projects, a set fee for projects linked to public priorities, and a higher mandatory participation fee for others. This approach aims to balance individual training rights with economic steering.

Simultaneously, authorities are addressing fraud within the CPF system. Following reports of evolving fraudulent networks, discussions are focused on whether to prioritize cost reduction or stricter fraud prevention. Recent controls by the Caisse des Dépôts reportedly preserved approximately 104 million euros in 2025, though concerns remain regarding the effectiveness of current oversight mechanisms.
