France seeks to benefit arms industry via EU-Ukraine loan

France is seeking to benefit its domestic arms manufacturers through a 90 billion euro European Union loan designated for Ukraine. Of this total, 60 billion euros is allocated specifically for weapons procurement to support Ukraine’s war efforts during 2026 and 2027.

France is reportedly working to establish time limits on exemptions that currently allow Ukraine to purchase military equipment from outside the EU using these funds. Currently, Ukraine can bypass EU-produced systems if they do not meet immediate needs, a mechanism previously used to acquire Chinese drone components and American Patriot missiles.

The loan, backed by the EU on capital markets, operates on the assumption of repayment via future reparations from Russia, a scenario Moscow has dismissed as ‘not realistic’. Amidst the conflict, European defense contractors have seen significant growth; for instance, Rheinmetall reported a nearly 70% increase in second-quarter revenue, reaching 3.29 billion euros.
