France stays Europe's top destination for foreign investment despite sharp drop

In 2025 Europe announced 5,026 new foreign‑investment projects, the lowest level in the past 11 years and down 7 % from 2024. France remained the leading destination with 852 projects, although the number fell 17 % year‑on‑year. The United Kingdom ranked second with 730 projects (‑14 %), and Germany third with 548 projects (‑10 %, the lowest since 2009).

Spain and Turkey were the standout growers: Spain added 20 % to reach 383 projects, moving into fourth place, while Turkey rose 7 % to 376 projects, taking fifth. Poland also increased by 10 % to 285 projects, securing sixth place. The Netherlands saw an 8 % rise to 159 projects. Italy, Belgium and Portugal all recorded declines. The United States continued to be the biggest source of investment, accounting for 943 projects across Europe.
