France telemarketing ban threatens 10,000 Moroccan jobs
A new law in France has prohibited non-consensual telemarketing as of August 11, 2025. Under this regulation, companies are forbidden from calling individuals for commercial prospecting without prior explicit consent, regardless of the time or day. Exceptions are limited to companies with which the consumer already holds an active contract and print media companies selling subscriptions. Violations can result in fines of up to 375,000 euros per call.
This legislative shift has significant implications for the Moroccan economy, where many call centers are located. The French market accounts for more than 80% of the turnover for these centers. Youssef Chraibi, president of the Moroccan Outsourcing Federation, estimates that up to 10,000 jobs could be at risk. Ayoub Saoud, secretary general of the National Federation of Call Centers, noted that some companies in Casablanca have already begun removing their signage or choosing not to renew leases.
In France, the Bloctel anti-spam service, which had approximately 12 million users, is becoming obsolete due to the new legal framework. While the law aims to reduce the nuisance of unsolicited calls, there are concerns regarding its ability to completely eradicate spam.
