France to End Bloctel, New Consent Rule for Telemarketing Takes Effect Aug 11 2026

France will close the Bloctel anti‑telemarketing register on 11 August 2026, after a 2025 law reverses the consent framework. Under the new rule, commercial calls are prohibited by default unless the consumer has given a clear, specific and revocable consent before the call. Companies must obtain this consent through a positive act, keep proof for at least three years and allow consumers to withdraw it at any time. The consent cannot be inferred from pre‑checked boxes or vague terms in contracts.

The law retains limited exceptions: calls related to an existing contract may continue, and telecom operators may contact customers about their current service, upgrades or options, provided the offer is directly linked to the contract. Bloctel, launched in 2016 as a do‑not‑call list, will cease operations, ending the need for consumers to register their opposition. The change is codified in article 13 of the 30 June 2025 law against fraud in public aid and detailed in decree 2026‑662.
