France maintains apprenticeship subsidies amid rising youth unemployment

In France, the government has confirmed that apprenticeship hiring subsidies will be maintained despite previous reductions. Minister Sabrina Roubache has called on employers to invest in youth, noting that thousands of students have secured training but lack placement in companies. This comes as the unemployment rate for 15-24 year olds reached 21.6% in the second quarter of 2026.

Under current regulations for contracts signed between February 24, 2025, and December 31, 2025, companies with fewer than 250 employees can receive up to €5,000 in aid. Larger companies with 250 or more employees are eligible for a maximum of €2,000, subject to specific commitments. The government aims to balance financial support for employers with the need to reduce the high costs of the apprenticeship model on public finances.

To support youth in rural areas, the government is also considering measures such as social leasing for light vehicles and increasing boarding school capacity to facilitate access to training.
